Geographic Information System (GIS) is a computer-based emerging technology. It is a technical system for management and research of the spatial data, with the support of computer hardware and software. By geographical coordinates or spatial location, it can carry out all kinds of spatial data handling, and can effectively manage the data and study various relationship between space entities, etc. It combines geospatial information location and associated attributes effectively. According to the actual needs of the output to the user, with unique and spatial analysis function and visualization of expression, it can provide support decision-making function.Military Communication Network Management pipeline resource data is characterized by a large quantity and the very close relationship with maps. For example, fiber network, both geographic resources (such as computer rooms, and pipelines) and equipment resources (such as optical cable, optical transfer box) includes characterization of spatial location and the space vector topology information, as well as records of the specific content and the essential character of attribute information. If we want to change the traditional fiber-optic network resource management, comprehensive pipelines resource data be displayed directly on the map, at the same time analyse comprehensively relevant data, and the staff break away the boring text reports, provide the macro-level policy decisions and strong support for departments, then it requires the use of GIS technology to develop pipeline resources management system with geographic information.Aiming at the characters of the military communication network operations of the actual situation, with the capabilities of GIS in spatial data management, spatial analysis, and other areas, Geographic information system theory is taken as the theoretical basis of the develop-ment to describe the design of the management and decision-making system for military communication network pipeline resources based on GIS in details.A practical mathematical model based on the standard map projection model is proposed, which is suitable for large GIS. The rational layer and block segmentation is taken as an effective method for the system design. ArcInfo 9 is taken as the GIS platform, Oracle 9i as the database platform, and Force communications network as the network platform. In the thesis, we carefully study establishing the model of a military communications network management pipeline resource management and decision- making system in ArcInfo GIS platform, and useing VISIO2000 and UML language to establish the system model and database structure, then we can complete the entire system design and application.Based on the military principle, however, the data system used is the downloaded data for network, not the military actual data.
