The non-statistic fluctuation of target evaporated fragments produced in 12C interactions at 290 A MeV in one-dimensional phase space is investigated by using the T--moment methods in this paper. It is observed that considering or not considering the non-uniformity of particle spectra < nln nq> increased with the increase of ln, which indicate that there are non-statistical fluctuations in the emission of target evaporated fragments in 12C-AgBr collisions at 290 A MeV. The generalized dimension D q decreased with the increase of q, which indicate that there exists the multifractal structure. From the knowledge of D q the multifractal specific heat and Levy Indexμare calculated in this paper. It is found that in one-dimensional phase space 0 <μ<1, which suggests the evidence of thermal phase transition.
