In recent years, with the rapid development of chemical industry in China, large quantity for new products, technologies and equipments are coming forth continuously. As most of chemical processes being characteristic of high temperature and pressure, deep cryogenics, serialization, atomization and macro-scale operation, majority of raw materials and products in the facilities are inflammable, explosive, poisonous, harmful and caustic.The process of chemical production, compared with other industries, involve more dangerous and hazardous factors, which could induce accidents under certain circumstance, thus endanger safety of life, cause property loss, even pollute the environment.In order to achieve safety production and implement the "safety first, prevention first" principle, the State legislates to bring "three simultaneity" supervision mechanism on safety production into construction project management procedure, through safety evaluation to strictly check the safety production in construction project. After more than a decade, safety evaluation develops from the initial single reassessment of labor safety and health in construction project to a set of safety evaluation system, including preliminary evaluation, acceptance evaluation, status evaluation and specific evaluation. A complete system of laws, regulations and administrative procedures have been set up. Practice has proved that:safety evaluation could not only effectively improve the intrinsically safety of enterprises and facilities, but also provide strong support for the safety production supervision and management department at all levels to make decision and supervise. Carrying out safety evaluation is the fundamentality to eliminate hidden dangers and prevent accidents.With the carry out of safety evaluation work, some new topics urgently need studying, one important and necessary being study of applicability of safety evaluation method. The applicability refers to the ability to realize the intended target or achieve the required purpose when enterprises carry out safety evaluation.Chlor-alkali industry is an important basic chemical raw materials industry, which plays a key role in national economy. It includes the production of caustic soda and PVC, its process is complicated and involves large quantities of flammable, explosive, high temperature, toxic and corrosive hazardous chemicals, its technologies contain a number of high-risk operations. In recent years, there were several chlor-alkali chemical plant accidents in our country, safety evaluation is one of effective ways of preventing same things happening.In this paper, it takes one chlor-alkali chemical project as example, adopting several safety evaluation methods, such as safety check list method, risk evaluation method, pre-risk analysis method, Dow Chemical fire, explosion risk index evaluation method, HAZOP, ICI Mond fire, explosion, toxic index evaluation method, simulation analysis method, to carry out safety evaluation in the different segments of production process, studying the applicability of varieties of evaluation methods and giving the conclusion.
