Based on the ideal of"environmental cost internalization", the calculation result of environmental damage of SO2 and TSP emitted by the coal-fired power plant have been evaluated in this paper and added to the investment. And an economic synthesis assessment for desulfurization system and dust catchers is done. Calculating the environmental damage cost of a single point source is the core of this paper. An estimate environmental damage cost model of SO2 and TSP is built up. A computer procedure carries it out.Using the acquired model, the differences of environmental damage with and without desulfurization and dust catching are estimated for one thermoelectric plant. And the avoided environmental damage is compared with the investment. The results present that desulfurization system and dust catchers can bring large environmental efficiency. And the cost of controlling air pollution is valuable.Making use of the estimated result of the thermoelectric plant, an economic assessment of desulfurization system cost and dust catchers cost has been done. The conclusion is that higher efficiency techniques are more economical when the environmental damage is taken into account. The results differing from traditional economic evaluation for environmental project are acquired.
