Coagulation-flocculation treatment is a fundamental method in water and wastewater treatments with basic physic-chemical processes, whose success mainly depends on the characteristics of the used coagulants. Well characteristics and high efficient ingredients Alb are the desirable pursuits during the process of studying, producing and using coagulants.This paper synthesizes the coagulant poly-aluminum silicate sulfate chloride (PASSC) using the changeable frequency alternating current pulse electrolysis equipment (produced by Wuhan kelin environmental protection company), based on the catholic electrolysis' ideas of low voltage and high current density. The poly-silicate and sulfate ions are added to the catholic coagulant poly-aluminum chloride (PAC) to form new coagulant PASSC.During the process of catholic electrolysis the polarization leads to low current efficiency and low energy transfer efficiency, however this equipment minimizes the polarization, which can make electrolysis continue constantly. All the electro-chemical and solution parameters are found through theoretical analysis and from experimental results. The optimum conditions are as follows: pulse cycle is 2-3s;current density is 571.4-619.05A/m2; max cell's pulse voltage is lower than 2v; the molar ratios of nAlT:nSiO32-:SO42- is 25:2:1 .under these optimum conditions the total Al concentration can reach 1.54 mol/L;basicity 2.45;and the efficient ingredient 79.94%. The mechanisms of coagulation-flocculation and the interaction of ions in PASSC are studied based on the simulated wastewater and practical wastewater treatment processes, which show that the main reasons of the coagulation-flocculation processes are absorption bridge linkage and sweep, and the neutrali/ation is assistant. The characteristics analysis and economical assessment show that the current density efficiency and energy transfer efficiency are higher thanthose of catholic electrolysis. The cost of water treatment is more expensive than catholic coagulants hut correspondent to PAC, meanwhile it can be released without any questions on the consideration of equipment enlargement and other practical factors .So the synthesis of PASSC with the changeable frequency alternating current pulse electrolysis equipment is a best way to produce and precipitate coagulants on-line .It has bright future and high value in industry utilizations. At last I wish what has been done in this paper can give some useful clues for producing and precipitating coagulants on-line.
