The fly ash is a solid waste whose quantity is the most widespread and influence is one of the most serious to environment now. It's an important geo-environmental engineering to build the fly ash storing site. But the improper design, construction and operation would result in air and water pollution. It is pointed out that preventing piled fly ash from pollution of the air and the water resource is emergency. In this paper, in the view of environmental protection, aiming at the problem of ash water polluting groundwater, with the mechanism analysis of fly ash, bentonite, lime and the testing comparison of technical features such as compression strength, impermeability, frost resistance, dry or wet resistance and acid or alkali environment of mixing material, the economical mixing material is raised to satisfy the impermeability requests of the fly ash storing site. By using Geo-slope procedure, the seepage and contamination transferring of ash water are calculated under the two differ conditions. At the same time, the influence in the stress state of impermeability layer is analysed in the course of filling fly ash. Aiming at the air pollution problem in the course of running, with the wind tunnel test, the dustproof effect are seen about. It is indicated that increasing the content of CaO may destroy vitreous body, spur the active of fly ash and make the SiO2 and Al2O3 hydrate and rigidity. With reason mixing into glutinosity soil, fly ash, bentonite and lime, the compression strength of this mixing material is higher and the permeability coefficient is lower. Its performance of frost resistance, dry or wet resistance and acid or alkali environment resistance are good for impermeability material. Suspending fluid of lime powder is a quite economical and easily-operated fluid. Its dustproof age will reach to 30 days and will resist higher wind power. By using geo-slope procedure under the condition of setting up impermeability layer, in the course of filling the fly ash, the displacement and distortion of storing site and inner slope layer are less and the stress level is rather lower. It may reduce the leakage of ash water and decrease the range of contamination transferring. In this paper, the control technique not only make full of the fly ash and its active, but also use local materials. Consequently, it is good for application of the project.
