This paper introduced that the Pd/C catalyst was made by the method of formaldehyde deoxidation , and investigated the catalytic activity of active carbon supported palladium in the alkali lignin from the straw. The useless Pd/C catalyst was recycled through 2 different methods. Activated alkali lignin was synthesized amphoteric water treatment agent.The better reactive condition was that reactive time was 2 hours, the reactive pH was 12, the volume of cyclohexene was 10 mL and the concentration of Pd/C catalyst was 5% through analysis of single factor. It showed that the catalyst had higher catalytic activity to alkali lignin through the chemical quantitative analysis of function group of alkali lignin and the spectrum of FTIR, UW 1H NMR and GPC of the chemical structure analysis. It was found that the contents of reactive function group were changed. The total hydroxyl is 10.12%, increased by 53.95%; the carboxyl is 2.64%, reduced by 50.54%; the methoxyl group decreased by 17.73%. The molecular weight of 10000-1000 was larger than raw material, so the disperse coefficient became small. The total acidic group had little change. The phenyl structure of lignin was stable. The active function group of alkali lignin increased so that the reactive activity enhanced. In a word, the Pd/C catalyst had a fine catalytic effect on deoxidizing the alkali lignin.Pd should be recycled for its special electrochemistry and chemical properties. The Pd/C catalyst can be used 3 times in activating alkali lignin. The other feasible method was that new Pd/C catalyst, which was made by recycling Pd, activated the alkali lignin directly.Activated alkali lignin was synthesized water treatment agent through Mannich reaction. The qualities of water treatment agent synthesized by activated alkali lignin. were better than that by inactivated alkali lignin directly, so the activated alkali lignin had higher activity and obvious activated effect.
