Pearl River Phoenix City is the large comprehensive real estate development zone which is located in drinking water grade two protection area upper reaches in Guangzhou, to study on water environmental capacity in the topical area, to investigate on the emission amount of topical pollutants, to understand the emission and spread features of pollutants, and to make a reasonable total amount control aim and plan, will be of significance for Guangzhou to carry out the pollutant total amount control management." Study on water pollutant total amount control in Pear River Phoenix City" starts on water environment quality aim, calculates the water environment capacity and remain water environment capacity through capacity model according to the requirement of water environment function zone in this area and its surrounding area, calculates the water environment capacity distributed to this area according to the pollution situation and the future pollution tendency in near teen years, designs the control program, suggests the control requirement and conditions of water pollutant discharge amount in this area, adjusts the reasonable space and time distribution of water pollutant discharge amount, suggests controllable measures in order to ensure the realization of environmental quality aim, provides the scientific basis for Guangzhou implementing pollutant total amount control policy.Through the calculation, distribution and reduction plan optimizing, the conclusions are as follows:The water environment capacity from the Pearl River Phoenix City to Re He Dam controlling section is: CODcr 2.41 ton/day, BOD5 0.27 ton/day, NH3-N 0.14 ton/day. According to the zone developing plan, water discharging situation,and forecast of pollutants increasing tendency in near ten years, the 16 percent of the water environment capacity is distributed to the Phoenix City, that is the water pollutants discharging amount in Phoenix City is: CODcr 386 kg/day, BOD5 43 kg/day, NH3-N 22 kg/day.The sewage will be 11000 ton/day after the Phoenix City has been developed at all. The amount control index before entering into sewage treatment system is: CODcr 3300 kg/day, BOD5 1650 kg/day, NH3-N 330 kg/day. Therefore, the sewage in Phoenix City must be treated in depth so as to meet the requirement of capacity for development. By the comparison of process, it is suggested to adopt grade two biological-chemical treatment combining with artificial wet-land sewage treatment system to treat the sewage in depth. By the measure of grey water reuse, a part of sewage treated which has reached the standard will not be discharged.The resident population in Phoenix City is controlled fewer than 22,000. teachers and students in campus are controlled fewer than 7400. The tourists are controlled fewer than 6800 per day. The staff in Phoenix City are controlled fewer than 530.Pearl River Phoenix City is mainly for living, leisure, and business. The quality of sewage is relatively in same, so that the trading object and way is relatively simple. For the real estate project, CODcr would be as a trading object to be traded in different zone in same quantity. Since the quantity of sewage discharged by residents is relatively fixed, the operating method for water pollutants amount control plan in Phoenix City would be eventually simplified as trading on population on land. This has supplied operational regulation and basis for implementing pollution discharge licenses management and new construction planning in real estate project. This is of great significance for implementing water pollutant amount control management in Guangzhou.
