For solving the water pollution problem in the district of Qingshan, Wuhan, The government of Wuhan will construct Luobuzui municipal wastewater treatment plants in 2 or 3 years. But the inlet wastewater-quality index in the design stage always determined the scale and the select of process and the investment and the operating costs of the municipal wastewater treatment plants. There have large difference between the wastewater-quality index of inlet in most of the constructed municipal wastewater treatment plants and the wastewater-quality index estimated. It greatly effect the running of the municipal wastewater treatment plant. Therefore, it is necessity to predict the inlet wastewater quality and quantity of Luobuzui municipal wastewater treatment plants. It is quite significant to provide basis for the scale and the selected process of the municipal wastewater treatment plants which will be constructed.Based on the recent existing materials of Qingshan district's population, present state of water supply and sewerage, quantity of water and wastewater, the main pollution resources and matters are evaluated out through mathematic method—the equal standards of the pollution charge. At the same time, through monitoring the wastewater quality of Qingshan gangxi drain, the present level of the wastewater quality and its indexs in a month and a day.The coupling technique of pluralistic regression and Grey System (GM(1,1)) is discussed and applied to civil life wastewater quantity, in this way, environment pollution is combined with social economy, the prediction could reflect objectively the tendency of the water contaminant change. Combined with the civil life wastewater quantity, the industrial wastewater quantity, underground penetrated quantity and sewage pipe-net completed ratio, the wastewater quantity of Luobuzui WTP is predicted.Based on the population, average discharge loading parameters, wastewater quantity, industrial discharging index, sewage pipe-net completed ratio, wastewater quality index is predicted.Considering several factors, the wastewater quantity and quality in 2020 is predicted. The results show that the quantity ranges much, the quality little. This is caused mainly by the sharp population increase. In the future the rate of domestic sewage will get larger and larger, the rate of industrial waste water will get smaller and smaller. The domestic sewage will absolutely dominate in Luobuzui WTP in 2020.At last, on the basis of the wastewater quantity and quality of Luobuzui WTP, the WTP treatment process is determined through several scheme comparing in thetechnique and economic factors.
