Nansihu lake lies in intersection of the southwest of Shandong and Jiangsu, is one of ten major fresh water lakes of our country. There are 53 rivers in the whole drainage basin, among them there are dozen main rivers. Nansihu lake is the important sources of water of Shandong. With the high-speed development of economic construction and the constant increase of water resource demand, water resource of the drainage basin has already become the important factor to influence regional sustainable development. At present, many environmental problems produce or hide in development of coal resources and utilization of water resources, such as the continuous drop of the water table because of the shortage of water resource, surface subsidence, water pollution. The pollution of Nansihu lake is outstanding, especially in the lake mouth of Laoyunhe river and Chenghe river. The bottom dwelling animals have already disappeared, water plant die all. All these states produce the great influence of restricting energy base construction and sustainable development of the regional economy. So it is urgent to carry on rational, effective water environment comprehensive evaluation to control and manage the decisions.  This study is a key tache of the subject "The decision-making supported system construction of water resource management of Jining, Shandong" which cooperated with White Russia. I adopt LMBP neural network arithmetic to construct water environmental evaluation system of Nansihu drainage basin, carry on overall evaluation to water environment and compare with computational analysis. On the basis of what forefathers' studies, use RS and GIS to construct the integrated evaluation system, through spacial expression ability of GIS, make overall situation of water quality and variation tendency more clear to the administration. For different years and monitoring sections, through the menu, can easily obtain monitor water quality value from backstage supported database, calculate the evaluation value through model in the storehouse automatically, then come out to show directly at electronic map. That realizes the integration of many functions: evaluation work of water quality, spacial analysis, automatic calculation, etc, greatly improves working efficiency of water quality evaluation, facilitates the assistant decision to the departments, consequently greatly make water resources and water environmental management reach a higher level.The main research contents, method and conclusion of this article are as follows: 1. This article offers theory foundation of water quality evaluation system to whole drainage basin on the basis of the studies of forefather, according to pollution condition of drainage basin to analyze and evaluation water quality and evaluation model. 2. Explain various kinds of methods of water quality evaluation and mathematics model adopted at present, and compare these models, defining their merits and shortcomings. Especially the basic principles, merits and shortcomings, improving thought  of BP and LMBP. On the basis of analyzing the basic principles and application in water quality evaluation of "BP and improved LMBP model", construct system model, study and train model by utilizing national water quality standard, adjust connected weight and correct the error to reach the number value. Then utilize the sample storehouse generator to construct evaluation sample storehouse, rationally evaluation to water quality monitor section, and comparatively analyze the results, evaluation spacial water quality. In the end, compare, analyze and summary. Lastly, utilize controlling part VB+MAPX to develop whole appraisal system, merged closely the spacial analysis function and water quality evaluation, carry on ocular effective spacial analysis and function evaluation of water...
