Study On The Safety Assessment Of The Simple Landfill Site

Landfill has been used to deal with and dispose most municipal solid waste for quite a long time in china. Because of lacking of fund and techniques and being late for establishing standards and criterions about landfill,many landfill sites were involved in improper site,unscientific design,poor management or nonstandard landfill operations,which brought these landfill sites into being great contaminative sources and dangerous sources for neighborhoods. In recent decades,conflagration,explosion and garbage piles collapse had frequently happened to landfill sites in china,which caught scores of people died and destroyed some constructions. It was realized that simple garbage dump sites not only contaminated environment but also imperilled people. People have put importance on latent peril of landfill. It is very necessary to analyze and appraise systematically latent peril of landfill in order to prevent accidents, which help to set down safety precautions. In term of the procedure of safety assessment,this paper analyzed systematically latent peril of Tongluoshan garbage dump site in Jingjiang City in FuJing Province and gave a appraisement of safety grade. In the same time,this paper brought forward engineering measures to improve safety grade of the landfill combining the landfill's safety control engineering. This paper comprises three main sections:by carrying out Fault Tree Analysis to analyze latent peril of Tongluoshan landfill,not only probability of conflagration,explosion and garbage piles collapse but also the key factors effecting safety of the landfill have been found; simple landfill safety assessment indexes system has been established,which comprises stability of refuse piles,management of landfill,proper landfill operations , ejection of landfill gases and characters of vicinal constructions; Basing on five indexes,a safety assessment has been given to Tongluoshan landfill by putting Grey Cluster method into practice and "very insecure "is brought out as the conclusion of safety assessment; according to the actual status of the landfill,compensative measures have been brought forward to improve the safety of the landfill,which comprises "to remodel the shape of refuse piles","to reconstruct the engineering ejecting landfill gases","to construct drainage dykes","landfill closure","to deal with landfill leachate"and" regulations for safety".
