Aiming at the quality control of water-quality data is disposed by people who have rich experiences and lacks of modern method, the paper tries to build a water environment system to auditing and manage the water-quality data as a batch and furthermore to realize the dynamic water-quality evaluation.Combined with the characters of water-quality indexes and pollution of studied area, the paper gives a method about test of water-quality indexes relations, water-quality indexes time relations and water-quality indexes space relations so that it can provide reasonable test for water-quality management.Based on the method of reasonable data test, on the platform of Delphi, MapX and SQL2000, the paper has explored a universal water environment management system to check the data and evaluate the environment. The system can solve the problems below. Firstly, it has the model of monitoring the water-quality, which considering the data rationality test, in order to make the system universally. And in the data rationality test, the system will warns the user that the data are abnormal if the data are unreasonable, the user finally determine whether the data need to deal with or not. At the same time, the user can estimate the result's accuracy by GIS map and the graph of water-quality trend chart. Secondly, the system contains water-quality evaluation system which lay out the evaluation scheme to evaluate the water-quality and then gives the results in the form of report forms and GIS map. In addition, the system has water-quality evaluation model so that it can run flexibly and universally.Take the Taihu watershed for example, the paper has illustrated the feasibility of water-quality data rationality test and practicability of the water environment management system.
