Study On Mechanism Of Sustainable Operation For Ecological Restoration Of Desertification Land In Kerqin Eco-economic Demonstration Region

At present, the ecological restoration of the desertification land generally exists problems such as investment is large, ecological benefits and economic benefits are difficult to coordinate, the public participate in intensity low and secondary desertification, which make desertification land control get into the awkward situation that the part better, the whole worse. Kerqin eco-economy demonstration region lies in the southeast edge of Kerqin sands. It is built by non-governmental organization in June 2000 aiming to recover desertification land. In terms of natural conditions and social economic factor, this demonstration area is typical representatives of the Kerqin sands. For six years the ecological restoration in the desertification demonstration area still faces the problems including law position, policy, system and funds etc, but they have obtained mature experience on the mechanism of sustainable operation that is combine with the country development, and deserving introduction.Under the guidance of strategic thought of sustainable development, this paper employs the theory of restoration ecology, eco-economics and sociology laws to summarize practical experience, sets up sustainable operation model and draws the following conclusions: The environmental protection NGO should give play the tie role in ecological restoration of desertification land control. The government should act the part of policy provider in ecological restoration of desertification land control. Enterprises should be attracted to join the industry chains of ecosystem instauration. The industry chains of the ecological restoration should be built up and supported by the environmental protection NGO. Local residents are the most basic participants and benefits receivers to recover the ecosystem. They may carry out the land resources rationally, develop the organic agriculture, and draw on the extension that the business enterprise gets involved the ecological restoration industry chains through the pattern of cooperation or company + farmer after the ecosystem developing steadily. Thus they may build a mechanism of sustainable operation, finally they may keep on harmonious development among ecology, society and economy.
