By the AnShan section of TaiZi River, the paper studies many subsidiary current rivers' quality of the river and migratory principle of contaminants in the river. Through the water analysis of AnShan section of TaiZi River, the study draw that NH3-N and COD exceed IV standard of water quantity at all monitoring stations. Downstream water quality was worse and worse. Through investigate of contaminants, This text had summarized and analyzed the pollution reason of river, and had put forward a series of concrete measures to prevent and control water pollution for relevant department's reference. The evaluation of water quality is important foundation that carries out the water pollution control Planning. By studying various evaluation methods, this paper combine fuzzy mathematics with nerve network. According to the request and characteristics of water quality evaluation, the paper constructed Back-Propagation network in series with degree of membership. The paper Carry on a test to the model and get the objective but accurate evaluation result. In addition, according to actual conditions and system study, this text had proposed a suitable river water quality model of this area, namely the O'Connor model. On the basis of both increasing and decreasing oxygen factor had been taken into account while steps degree, modeling with Simulation annealing algorithm and Genetic Algorithms values of multidimensional parameters,Genetic Algorithms' result is the best. The reliability of the water quality model was greatly ensured. This text had introduced MATLAB language to simulate the water quality, thus it simplified calculation, and the simulation result was satisfactory. Meanwhile, This text had used water quality model of AnShan section of TaiZi River to predict water quality, had predicted and compared the scheme, and had carried water pollution control planning with Genetic Algorithms. Finally, this paper takes VB.NET and ASP.NET as the Platform to set up the water pollution control planning system and the network water pollution controls planning system. These two systems make use of the MATLAB to establish the calculation database, make use of the SQL Serve to establish the database and make use of the ARCGIS and MATLAB to establish the sketch database, and carried out unity operation of multiply Platform. These two systems provided the strong tool for monitor information's record, share and establishment of water pollution controls planning.
