At present, the high-speed development of society economy and sustaining increase ofpopulation have brought enormous pressure and impact. The deterioration of environment hasbecome a main factor that restricts that the development of Chinese society economy is inharmony with population, natural resources and environment, but also one of the importantproblems that threaten the survival and development of the Chinese nation. The marketablepollution permits system is one of the flexible and efficient environmental managingeconomic system with synthetically considering the factors of environmental protection andeconomic development. But as a sort of new-style market-oriented environmental managingeconomic measure, the study of marketable pollution permits system in domestic academicfield has started late.
