Mining city is developed from the city which has abundant minerals and explores them. Limited minerals will decrease with permanent mining. And so, most mining city will face exhausted mineral resources and the end of the city. How to find better way to develop the city is the most important problem to resolve. The ecology and environment problem during mining mineral is the most key problem to confine the development of the mining city because of its broad and strong latent effect, high cost and long period for rebuilding.Ecology and environment is a common problem every city will to solve. But Ordos as a mining city will face more pressure from environment problems than other cities. Ordos is a new mining city and also is a western undeveloped city in which the ecology is very fragility. The quick development of mining will conflict with frail ecology and environment, and the conflict will hamper the development of mining and even the development of this city.The method of stakeholder analysis is a way to research on a city's development through the stakeholders of the city which is close relativity each other. The author wants to search a favorable way for sustainable development of Ordos.In this paper, the young period mining city of Ordos is taken as an example. The stakeholders of ecological and environmental effect through mining are distinguished:1. Government. 2. City and Citizens. 3. Mining companies. 4. Mining worker. 5. Public.The relation between each is analyzed for finding their contact and conflict, and then the ideal stakeholders are given to contribute the ecology and environment of Ordos. Therefore, some advices are given for the development of the city:1. Culture of ecology. 2. Industrial development plans of ecology. 3. Improving the environment of mines. 4. Improving environment in Region. 5. Compensation for ecology destructions of Ordos. 6. Introducing the person with ability into Ordos.
