A Research On The Implementation Theory Of Environmental Policy In China

Based on the comparative study on environmental policy implementation theories between China and some developed countries, the author of the paper analyzed the factors that influence the implementation of environmental policies based on current environmental pollution prevention and control policies and ecological rehabilitation policies, pointing out that the effectiveness of implementation of environmental policies is influenced not only by the changing external implementation background, but also by the factors of the policy itself and the relevant stakeholders. The author further proposed .a new policy implementation model with diversified participations of government, environmental NGOs, pollution victims and enterprises. Conclusions drawn from the research are as follows:1. The external implementation background changing is never-ending, and both these Changes and the complexity of environmental problems contributed to that environmental problems should be solved based on integration consideration of resources, environment and political factors.So,it's necessary to explor a new theory of the implementation of environmental policies,2. The effectiveness of implementation of environmental policies is influenced not only by, in a certain extent, the changing external implementation background, but also by. the policy itself and the relevant interest groups in environmental policy subsystems.3. One of key important factors that result in unrealistic implementation of environmental policies in China is the lack of diversified participation governance in environmental policy. Therefore, a new diversified participation of environmental policy management system consisting of government, NGOs and enterprises would result in successful environmental governance.4. A more sound choice in improving the strength of environmental implementation might be community-based ecological environmental management.
