In recent years, the fast development of industry led more environmental pollution in nation, and the atmospheric pollution is the type that has the broadest impaction and the most immediately and inevitably damage to human. In 2005, the discharge of SO2 in China is the most in the world, and it is time to take effective measures to protect our atmosphere. The atmospheric environmental impact forecast and assessment is the core of environmental impact assessment, it can effectively prevent and reduce the production and discharge of air contaminant. The atmospheric environmental impact forecast and assessment is the process that use appropriate atmospheric dispersion pattern to forecast the distribution of pollutant concentration, and the selection of proper atmospheric dispersion pattern is the hinge to determine the validity of the result.The coastal area has superior geographic position and rich resources, and is densely covered industrial factories. Qinzhou harbor economic development zone of Guangxi is the typical large-scale coastal industrial zone. The coastal industry achieves great economic profits, but makes tremendous environmental pollutions, especially in daytime of spring and summer, it may occur coastal fumigation in coastal area, and the ground contaminant concentration may be 2 or 3 times than usual. Obviously, the research of atmospheric environmental impact forecast and assessment to coastal industrial zone has positive theoretical and practical significance.Taking the results of traditional research as a premise and based on taking mass field measure data, the text confirmed suitable atmospheric dispersion patterns and amended relevant parameters for Qinzhou harbor industrial projects, and then concluded the particular reckon formula for Qinzhou harbor area. We emphasized coastline fumigation model and the ascertainment and application of the parameter, this is the main achievement in the text.The text investigated the engineering project of JinGui paper limited company that produces 2.5 million tons paper and cardboard per year in Qinzhou harbor industrial zone, and achieved the application process to the amendment of dispersion model parameters and the forecast process of the coastline fumigation model. We took the results to analyze the rationality of the chimney height and the feasible factory siteIn the coastline fumigation model, the shore-distance (Lc) is the unique parameter. Lc, effective height (He) and thickness of the TIBL (hf) is the key that decides shoreline fumigation pattern whether happen and its serious degree main. The article passes through the multianalysis discussion, that has obtained the relation ak formula and the relational chart between Lc and He. That provides evidence for choosing factory sites and chimney height for seashore industrial projects, Which is the innovation in the text.
