| The region of Loess Plateau is not only the cradle and origin of Chinese nation, but also the energy mineral product concentration region of coal,oil,gas our country, it is important chemical base of new energy that is invested in the construction of in the "15" period and the 21st century. Construction of these bases and development of resources that are interdependence and mutually promoted with ecological rehabilitation and the development of farming and forestry and animal husbandry, which makes ecological rehabilitation in Loess Plateau and the impact which the quality of the ecological environmental on regional economics and society rise to a more important strategic position. Due to soil and water loss in the regions of Loess Plateau is well known, "the first name" ecological environment problem which has become a consensus of the community. The function and status of ecological rehabilitation is constant improve along with the practice of harness Loess Plateau. Ecological rehabilitation and water and soil conservation has a long history and rich experience in the region of Loess Plateau, as early as the Pre-Qin times, our ancestors began renovating the water and soil and improving the ecological environment, creating a wealth of experience in harnessing mountains and water. In Shaanxi, Shanxi and Mongolian triangle, the afforestation of mining area,the development and protection of water source,harnessing water loss and soil erosion,clean up coal pits,regulation of river and the demonstration projects of indigenous coke transformed were focused have became China's the model of ecological environmental control.This article is mainly directed against actual situation of natural resources and ecological rehabilitation in Loess Plateau, launch the study and research on the ecological rehabilitation project of Loess Plateau,the optimal allocation theory of measure and technological problems that make the ecological rehabilitation work of comprehensive harness achieve significant ecologicaK economic and social benefits, promote the ecological rehabilitation undertakings of comprehensive harness to the further develop, launched the following several respect concretely research emphatically:1,The research on the mechanism and potentiality of ecological natural rehabilitation;2,The research on the division on implementing area and indicator system of ecological natural rehabilitation;3,The research on splitting criterions and norm which acceptance check of ecological natural rehabilitation;4,The research on technical standardization which programming design of ecological natural rehabilitation;5,The research on detection and assessment which processes and effects of ecological natural rehabilitation;During the period of study, Ecology Principle,Restoration Ecology Principle,Pedology theory,Land and resources Theory etc were applied, practical samples of comprehensive treatment in the ecological rehabilitation region of Loess Plateau were combined, and comprehensive treatment to ecological rehabilitation in the region of Loess Plateau was analyzed and discussesed, the main achievements of research are as follows:Firstly, in view of the characteristic of land desertification in the ecological rehabilitation region of Loess Plateau and the actual situation of comprehensive treatment in loess hilly region our country, research contents and method of ecological rehabilitation in domestic and international were summarized, and the typical mode which comprehensive treatment of ecological rehabilitation in Loess Plateau was studied systematically. That has important theoretical and practical significance to territorial renovation,scientific management and correct appraisal ecological enviroment.Secondly, programming methods that comprehensive treatment of ecological rehabilitation in the typical region of Loess Plateau were summarized, according to Loess Plateau ecological rehabilitation,the characteristic of land desertification and the theory of humans in harmony with nature, application of Restoration Ecology Principle and water and soil conservation principle, following the natural law and economic law, the mode and steps of comprehensive treatment of ecological rehabilitation in Loess Plateau were put forward systematically; and the disposition of comprehensive treatment measures were proposed to carry on according to the resources functions of small drainage. That has important application value and reference value in the course of comprehensive treatment ecological rehabilitation in Loess Plateau.Thirdly, on the basis of comprehensive analysis of main factors which affect slope surface, channel soil erosion and the form of soil erosion,production mechanism in Loess Plateau, principle and requirement that a comprehensive treatment measure of slope surface and channel were proposed. Application of Universal Soil Loss Equation (USLE) and computing technology, decision system that a comprehensive treatment measure of typical small watershed was established, the research on programming model of gully dam system optimized was carried on. On the biases of a large number of the results of observation experiment and the practice of comprehensive treatment in Loess Plateau, the reasons why deterioration of ecological environment and severe water and soil erosion in Loess Plateau were analyzed in depth. It was proposed that conversion of arable (cropland) land to forest Land,closes off a mountain area endures the herd,construction of check dam can be looked as the important strategic measures which harness water loss and soil erosion and improve ecological environment in Loess Plateau. Measures and means of ecological rehabilitation were proposed systematically, what have important function to accelerate the ecological rehabilitation and the construction of natural vegetation in Loess Plateau.Fourthly, with detailed analysis of characteristic and mechanism of ecological degeneration in the ecological rehabilitation region of Loess Plateau, Yanchi County which is the extremely fragile in ecologic environment situations is illustrated, qualitative research on the ecological environment quality was carried on, and a set of practical ecological environmental quality assessment index system is put forward to it. Application on analytic hierarchy process (AHP),reactivity interpolation method and regression analysis method, the grade of ecological environment quality is evaluated in Yanchi County from 1991 to 2000.Natural disaster and the situation of environment pollution were becoming well gradually in this period; and ecological environment quality from 2001 to 2015 is predicted, the result shows that benign the development momentum.Finally, according to the practicality of ecological rehabilitation, the goal is proposed that realize stability of the basement on surface,restore vegetation and soil,guarantee certain vegetation coverage and soil fertilities,increase species compositions and biodiversity conservation,realize restoration of bio-communities,improve the productivity of ecosystem and the ability of self-maintenance,reduce or control environmental pollution,increase enjoyment of vision and aesthetics .
