Along with the rapid scientific and social development, the output of medical wastes keeps increasing with years, and the medical wastes have become one of the public nuisances for infection of disease and deterioration of social environment. In the year of 2003, SARS attacked most of the cities in China and caused severe threat against the health of local residents. The burst of the kind of disease thoroughly disclosed the fact of unsound and incomplete system for medical wastes disposal in China. Such an actuality could neither adapt to the level of the country's economic development, nor tally with the aim of building a harmonious socialist society. Therefore, all levels of government in our country lay unprecedented stress on disposal of medical wastes, and have promulgated before and after a number of laws, rules, codes and standards related to the treatment and disposal of medical wastes.On the basis of the research on the present situations of medical wastes disposal at home and abroad, and the application practices of disposal technologies, the applicability and major problems of different kinds technologies for medical wastes disposal is analyzed. Based on that, the engineering design cases of Wuwei City Medical Wastes Disposal Works and Dingxi City Medical Wastes Disposal Works are taken as the research subjects, and the systematic comparison is made on the disposal technologies of rotary kiln incinerator and high temperature steam sterilization in respect of engineering philosophy, material balance, energy balance, environmental impact, end product disposal and economic benefit. By establishing the hierarchical decision model of "4 layers-9 indexes-2 schemes", and with consideration of the state policy orientation, the comprehensive analysis and comparison are made on technology, the environmental and economic benefits of the disposal technologies of rotary kiln incinerator and high temperature steam sterilization, and it is proposed that the high temperature steam sterilization technology with better economical efficiency and practicality should be adopted for the centralized medical wastes treatment and disposal works (below 5T/d) of medium and small cities in China on the present stage.
