Expressways of our country have developed rapidly in the recent years. By the end of 2006, the total amount exceeded 45,000 kilometers, ranking the second place of the world. Rapid growth of urban expressways not only booms our economy but also have an influence on the circumjacent environment. Evaluation indices System for environmental protection of urban expressway aims to value and accelerate the development of the resource saving, friendly environmental urban transportation.The system is made up of target layer, the first and secondary index layers. The first layer consists of 5 indices to form 5 subsystems. The second has 25 indices affiliated to 5 subsystems of the first layer. The key to selecting indices is to fulfill requirements on environmental protection from environmental impact statement during completion-based check and acceptance of the expressways. The system confirms the indices weighting by adopting methods of Delphi and AHP. The synthetic value coefficient of the first index and target layer are obtained respectively by using multi- step fuzzy comprehensive evaluation. Taking the 3rd Ring Road of Xi'an as an example, it is evaluated that adopting evaluation indices system for environmental protection of urban expressway based on related parameters from the project. The conclusion is reliable and in accordance with facts. The synthetic value coefficient is 5.5206. The requirement for environmental protection is basically executed in the environmental impact statement. The system points out noise go beyond the limit since operating expressways and also afford the measures for improvement.For its open structure, the evaluation indices system can be applied to the most of civil engineering constructions. It helps urban transportation to develop in a scientific way with transverse contrast evaluation.
