Since the 21th century, to set scientific developing view and realize Chinese economy's sustainable development becomes our economic operation guideline. Water resources shortage caused by water environmental pollution is a critical factor that restricts our country's sustainable development. Cities' river ports and water system are the bases of industrial, agricultural development and municipal construction. Heavy metal sedimentation in Cities' river ports and water system is one of the most important springheads that make city's water resource to be polluted. Comprehensive control of heavy metal sedimentation in Cities' river ports and water system will make water resource's development and usage to be long effective, also is the main problem to be faced in all Chinese big cities.Zhuzhou Qing Shui Tang Industrial District locates in the northwest of Zhuzhou city, which is the most important industrial base of Hunan province. Since fiftieth year of last century, after accumulation for more than forty years, Heavy metal sedimentation in the river ports and water system of Qing Shui Tang Industrial District has exceeded the national pollution criterion badly and becomes the great hidden danger of drinking water resource safety.Zhuzhou Qing Shui Tang Industrial District heavy metal sedimentation's governing plan will be invested 2.4 hundred million RMB, the main plan include five parts: the first is to make overall plan to limit heavy metal's accepting gross amount and to be controlled strictly. The second is dredging and sludge treatment of Xia Wan harbor, old Xia Wan harbor, Tong Tang harbor and circumjacent ponds. The third is the dehydration treatment of silt. The fourth is to establish silt stabilization and fixing workshop, depot and field. The fifth is to develop correlative ancillary projects and continue on-line monitoring of pollution.Zhuzhou Qing Shui Tang Industrial District heavy metal sedimentation's governing project is a system project with big investment and long construction cycle. The accomplishment of this project will improve three harbors' water quality, lighten heavy metal pollution load to Xiang river through the three harbors, improve the quality of Xiang river's water environment from Zhuzhou to Changsha and insure the safety of drinking water system of Changsha, Zhuzhou and Xiangtan. It has very important operation significance to protect people's health. The accomplishment of this project will rule over many years' pollution and make this district back to nature.This project is active demand of constructing harmonious society and advancing economy's sustainable development of Changsha, Zhuzhou and Xinagtan.This article explain the whole project design of Zhuzhou Qing Shui Tang industrial district heavy metal sedimentation's comprehensive control and confirms details of each plan and scheme, based on other cities' sedimentation heavy metal's design and governing experience.
