A Study On Prevention And Countermeasures Of China's Rural Environmental Pollution In The Transitional Period

Since a long period of time, China's governments at different levels have attached less importance to and invested less on the environment treatment in China's rural areas than in urban areas. And in rural areas there has appeared a serious conflict between the backward infrastructures of environment treatment and an increasing environment load, which directly deteriorated the rural environment. Therefore, at present, quickening the environment construction and improving the environmental quality are not only a basic requirement for the sustainable development of agriculture and rural areas, but also an important measure for realizing the harmonious development of social economy in the urban and rural areas and building a moderately prosperous society in all respects. Today, for China's rural environment is increasingly faced with a great challenge and a problem in environment treatment, it is greatly urgent to make a feasibility plan to treat the rural environment.Today, although there have existed some researches at home and abroad on rural environment treatment in terms of sociology, environmental policies and engineering technologies, this paper tries to analyze rural environmental problems base on the environmental law. In this paper the writer thinks that China's rural environment is not a single problem about farmers and countryside but a key strategic problem in the process of Chinese Modernization construction. Because 70 % of Chinese population is farmers, China will not really carry out modernization until Chinese farmers and countryside walk up the road to the modernization. For this, China's rural environmental problem can not be neglected. Through the analysis of the present situation of rural environment pollution, this paper reveals the seriousness and source of environment pollution in the rural areas and analyzes some main problems in the environment treatment; meanwhile, some analytical methods from the economics are used to show that governments'investment and imperfect management are the main contributing factors of the environmental contamination and treatment rural areas. In terms of theory, firstly, there must be the breakthrough and innovation in the environmental law to improve the rural environment; the existing environmental laws and statutes must be improved and a special law of preventing environment effects must be made to control the rural environment pollution. Secondly, through strengthening farmers'consciousness, farmers are given more rights to participate in the rural environment treatment; and the environmental protection organizations in rural areas should be strongly developed to publicize the modern idea of the environmental protection and increase farmers'consciousness and enthusiasm of the environmental protection so as to reduce the number of polluted places and areas and prevent the pollution sources ,such as waste water from urban industries , life garbage from cities, etc. from reaching the rural areas. Finally, based on good experiences in controlling the rural environment pollution in Zhejiang and Jiangsu province and foreign countries and on the present situation of polluted environments and economic development in China's rural areas, China's rural environmental problems will not be solved effectively until many mixed methods, such as governments'investment, effective management, etc, are applied to the environmental protection.To sum up, on the basis of the reality of the environment pollution in China's rural areas, the writer thinks that, in the transitional period of the rapid economic development of China, because an increasing conflict is happening between the social contradiction and the social interest, the problems of preventing and controlling China's rural environment pollution will not be solved completely until there must be some breakthroughs and innovations in existing environmental laws and systems to give farmers more rights to participate in the environment treatment; otherwise, some solutions are only apparent or temporary through some advanced technologies of preventing and controlling the rural environment pollution if there is no guarantee from laws and systems and farmers have no rights to participate in environment treatment. Therefore, if this guarantee and farmers'rights coincide, with the help of advanced technologies and governments'effective management, the environmental problem can be essentially solved in China's rural areas. If the environmental problem is solved, China's rural areas have an ideal environment where there is a picturesque scenery and an azure sky and farmers can walk on the even roads, drink clean water and use clean energy sources.
