| In this paper, the method of measuring coal moisture was introduced. And the concept of permittivity and their measuring methods were proposed. The standing-wave ratio (SWR) that is a new method to measure coal moisture was suggested. And the principle, method of SWR was explained. The principle of SWR is based on permittivity which varied with moisture in coal. In the view of coal permittivity and water volume content, the model of coal permittivity and moisture was presented. The major factors which affect on the coal permittivity are density, temperature and frequency. The models relating permittivity, temperature, density and moisture were built by fitting the data.
