With the rapid growth of the urban economy and its expansion, these pollutions caused by municipal solid waste (MSW) are worsening increasingly, hence disastrously degrade the environment and the health of the inhabitant living within. The problem of MSW management is still serious, because the level of the solid waste management in China is lower and there are many problems in MSW management system. So the first priority should be given to the managerial factors as to improve the efficiency of handling the MSW issues, realize recycling of MSW, achieve recycling economy. The establishment of a MSW Management Information System (MIS) is the right alternative to above rising dilemma. It will be of great significance to facilitate the municipal government to tackle MSW floods, relieve the energy shortage crisis, speed up the urbanization, establish circular society and achieve a sustainable social development.After analyzing actuality and existed problems of MSW recycling management in the city and Harbin, this paper puts forward handling MSW as resources by information system, building up MSW management info-system over whole city , a commutation mode which can integrate dynamic information, network, management, service, exchange. It can optimize the configuration of the resources by sharing the information of MSW, turn the discard of the upper-stream enterprises to the raw materials in the down-stream enterprises, carry out cooperation in many orientations in many fields, then arouse the economy, society and nature of the whole district to development harmoniously.This paper achieves accomplishments as follows:(1) Establish the basic data about MSW management integrating dynamic and updating information. It is the foundation of the MSW info-management, beside, it will be the base data of the decision support system in the future.(2) Establish some system such as: blow-down declaration, issuance or demand the information of supply and requirement of MSW, the exchange of MSW. Accomplish the most important works of MSW info-management which will be foundation in implementing MSW info-management system. (3) Bring forward some ensure measure to implement MSW recycling management, including rule of law, propagandize education, the way of the public participate in and the manage thought of enterprise and so on. These ensure MSW recycling management system run efficiently.(4) Bring the established MSW recycling management system to Harbin, and establish an effective and feasible management measures according to the characteristics of Harbin.The MSW recycling management system symbols that MSW management will develop towards to science, institutionalization, systematization. Meanwhile, the level of MSW management will be advanced greatly, and it will bring both economy and social benefit enormously.
