With the development of oil and gas exploration technology, the quality of new proved reserves, especially, new proved reserves in old areas became poorer and poorer and the proportion of low permeability proved reserves became larger and larger. The development effect of this type reservoir was unsatisfactory due to the geological characteristics of low permeability reservoirs and a large amount of the reservoirs was in the state of low production and oil recovery. The study and adaptability analysis of the reservoir measures and optimal program the measures from the macroscopic aspect were of significance for the effective and economical development of low permeability reservoirs and the sustained and steady development of petroleum industry.On the basis of the understanding of the reserves distribution, geological characteristics, fracture characteristics and filtration characteristics of low permeability reservoirs, the existing problems of low permeability reservoirs development were summarized and the chief stable production measures of low permeability reservoirs were introduced in the paper. The adaptability analysis of fracturing, acidization, profile control and drilling of infill wells was conducted from the angles of reservoir, operation and development parameters. Moreover, based on the summary of measure program models, multi purpose uncertainty model and its solution were emphatically introduced and production evaluation and measure optimal program system was programmed.The development effect of block N25-C was analyzed from the aspects of typical development curves and well placement evaluation and the ultimate oil recovery was predicted. Corresponding adaptability analysis of the block measures was conducted with the combination of the existing problems of the block and the future measure direction was determined. The future 5 years macroscopic programming of the block measures was performed with the aid of the software, predicted the effect of measure programming and analyzed the input-output ratio.
