With the continuous development of the global economy, world demand for oil increasing。Considering the exploitation of the status quo of conventional oil and heavy oil reserves, it can be predicted heavy oil in the next national energy strategy in the occupied an important position. The heavy oil reservoir is a notable characteristic of the formation condition, such as the high viscosity of heavy oil, large relative density, and poor flow, using conventional technologies to the development of the economy effectively. At present exploitation of heavy oil is the primary means of heat recovery steam injection method. Thermal recovery process, a certain degree of dry wet steam carried by high fever enthalpy to be released from heating oil in heavy oil, heating of heavy oil in its viscosity will decrease significantly increase its oil flow in, a smooth flow to the shaft, at home and abroad broad scope of application of thermal recovery technology is the steam stimulation and steam flooding, which is recognized steam flooding of the most effective enhanced oil recovery of the thermal recovery methods.This paper probed into the mechanisms of steam flood, and analyzed the primary factors of influencing steam flood efficiency. Combined Wa-38 block reservoir's conditions and exploitation of the status quo, we recommend that Sa3 in Wa-38 block reservoir development mode transform from the steam stimulation to the steam flooding, which make for decreasing of the investment risks, and enhancing net income. We optimized well pattern and well spacing of steam flooding, and proposed adopting anti-nine spot water flooding pattern, 70~100m's spacing. The opportunity of transfer flooding, steam injection speed, injection-production ratio, and other parameters were optimized. Many optimal design models such as establishing ground steam injection system production parameters, wellbore steam injection system of production process and pumping wells' lifting the status, producing calculation software, carrying through instance calculation and analysis, which are guidingly significant to field implementation.
