Study On Power Plant's Security Production Management System Based On NOSA

In bidding mechanism for access to grids,power plants face new requirements as for their safe production,and the traditional safety management has been difficult to meet these requirements;and NOSA has been identified as an integrated safety,health and environmental protection management system in practice.This paper first screened the mechanism of NOSA management system and then analyzed the necessities of power plants applying NOSA management system;combining with the characteristics of power plants,discussed their principles,implementation guidelines,as well as how the NOSA Five Star Management System standard management system be integrated with the 'three standards' systems when power plants plan to construct NOSA systems for their safety productions;taking Liaocheng Power Plant for example,studied the design scheme and risk assessment of NOSA system for power plant's safety production.The results-of the case study showed that NOSA safety management system could evaluate the risks Liaocheng Power Plant facing appropriately,and is extremely practical;but power plants need to consider the uniqueness of their own when they apply NOSA management system.
