The Research On Deposit System Of Mine Environmental Restoration In China

Nowadays, the mine environmental problem in China is even sharper than before, so the management of mineral environment is urgent. But the management is difficult, because of the lack of funds. Under this circumstance, the chief problem which should be solved firstly is how to inspire the managers'activity who is responsible for the mine environmental protection.The thesis picked up a sub-system of environmental laws for mine environmental protection named as the deposit system of mine environmental restoration as the object of the research. This sub-system including economic incentive measures for management of mine environment can change the situation of high management payment and low illegal cost. Although there are legislation in this facet in our country, they are low and in self-contradiction as in the junior stage. As formulated, they can provide efficient mechanism of duty-taking for protection and management of mine environment.As the purpose of the research is to perfect the deposit system of mine environmental restoration for maximization of the behalf of mine environment, the thesis started from the deposit system and wrote up in four section. The author hoped to analyze the ignored reasons and solution of mine environmental behalves in the management through the research, to be the typical facet of the whole problem. The first section of the thesis described the fact of low protection of mine environment, and propose the necessity of introduction of the deposit system of mine environmental restoration into the management of mine environment. And it is theoretically reasonable of the deposit system of mine environmental restoration, which is based on the deposit.The second part focused on the deposit system of mine environmental restoration in the junior stage in China. After analysis of the present, it pointed the deficiency of our system.As the conjection and the key part, the third section followed the consider of the problems of the deposit system, analyzed the reasons for the system running well abroad, compared with our practical situation, and concludes some beneficial inspiration for our system.The last but not the least, the fourth section enclosed the illustration of perfection of our deposit system. Based on the discuss before, the author induced the principles of transformation the system for the practical circumstances, and then proposed specific plans for perfection of the deposit system of mine environmental restoration in China.
