The Space Ecologic Planning Of Land-utilization For Region

Along with the socio-economics'development, industrialization and urbanization advancement's quickening, the problems, such as global population growth, shortage of resources, environmental pollution and ecological deterioration and so on, are increasingly deteriorated. Because of mankind's predatory exploitation and utilization on the Earth's resources in the long time, parts of natural resources are nearly exhausted, environmental pollution and ecological damage is becoming increasingly worse, and so that the problem of ecological environment has become the bottleneck of world economic development. As land is one of the most basic natural resources for human survival and development, land ecosystem is also damaged in a large extent, and contradictions among land resource supplies'scarcity, unceasingly growing human needs of the community, the irreversibility of land utilization and the destruction of the frail ecological environment have been increasingly remarkable. It has become the topic which is urgently needed to solve on the land utilization plan study that how to suitably distribute the limited land resources between various industries and departments of region national economy, to promote optimal use of land resources, and to coordinate corporate development among regional ecology, economy, and society.However, the space ecologic planning of region is one of spatial planning method which is to seek for how the regional society development, economic construction and ecology harmoniously develop. The space ecologic planning is to design spatial scheme of land utilization emphasizing particularly on the ecology angle, and then solves the problem of ecological damage in the land use process. The space ecologic plan, as one of the new method and the new viewpoint, makes up for the loss of ecologic factor in the traditional space planning, takes the idea of eco-system as the guiding principle in the region space plan, stresses the ecological environment protection of the region, and properly considers the region economic and social development to realize harmonious development. The article takes Baoding as an example to study the space ecologic planning of region. It takes the location theory, systems theory, theory of symbiosis between man and nature, sustainable development theory and so on as the instruction, focuses on the analysis of region land-use conditions and present characteristics, selects the indexes such as society, economy, ecological environment and so on, applies the approach of analytic hierarchy process to deal the corresponding weight of each factors which is based on the significance of region ecological environment. Through the GIS spatial analysis function, the region of Baoding is divided four areas of space eco-function, which are the optimized development area, the guiding development area, the control development area, and the prohibitive development area. According to the result of Baoding space eco-function regionalization, and combined with the demand of land for socio-economic development of Baoding in the planning time limit, the amount population, natural resources allocation, ecological environmental quality, industry characteristics and so on, the area of Baoding is further marked off four space restriction function zones, namely the permission development zone, the restriction development zone, the controlled development zone, and the prohibitive development zone. And then the author brings forward the development localizations of space restriction functions, and development measures of space control of land utilization based on terrain and physiognomy of Baoding, which are the economic engine zone in the middle of Baoding, the ecology zone in northern plain, the farmland eco-zone in southern plain, the ecology zone of trees and grass in foothill, and the ecology zone of forests and shrub in low mountain. Thus, it can provide all levels of government with scientific basis for area development plan, industry restructure, resource development and utilization, major engineering constructions, ecological environmental protection and so on.The paper mainly divides into five parts: the first part proposes the research background and summarizes domestic and foreign related research results, which lays the foundation for the research; the second part clarifies the concept of space ecology plan and its theoretical basis; the third part suggests the principle, technology route and research method of space ecology plan; the fourth part takes Baoding as an example, carries through space ecology plan research, divides space eco-function areas and space restriction functions, and proposes development directions to various function areas; the fifth part are conclusions and prospects.
