Development trend of ocean engineering is deepwater production, Deepwater pipeline connection is one of the key technologies for deepwater productionengineering. The subject is national major "863" projects------Pipe LayingTechnology In Deepwater, Which belongs to "key technique and equipment of the south china sea petroleum exploration and development". The requires of subject is to invent the deepwater connection equipment, and prepare for oil and gas exploration in our country. Axis Reaction Tool is a part of pipeline connection equipment, It has been successfully developed to provide pipeline connection with a convenient tool and good economic and social benefits.This paper introduces the working process of submarine pipeline connection and development at home and abroad of connection tool, the function of ART on pipeline connection process has been analyzed, and the research contents of it has been put forward. The overall scheme of ART for the deep-sea environmental was determined, and three-dimensional model and structure design of ART were completed. Working process of ART has also been described in detail, main parts of ART were analyzed and calculated , the rationality and feasibility of overall structure design was verified.In this paper, the hydraulic and controlling system of ART were researchedand analyzed, hydraulic circuit of ART was established based on working principle of equipment, Major technical parameters of hydraulic actuators and auxiliary elements were determined. Control system of programmable controller has been adopted, the design of PLC control line graph and I/O address allocation were completed.Finally, stability of ART in underwater was also studied, the impact of each part relative ratio on whole buoyancy has been analysed, relative position between center of gravity and center of buoyancy was determined, Motion stability based on static stability was analyzed when ROV control ART.
