The Relationship Research Of China's Export Rebate Policy Adjustment And The Change Of Recources And Environment

Export rebate is a worldwide policy instrument which is used to encourage national export. It has a irreplaceable active role for fostering national young companies, enhancing national enterprises'popularity, enlarging international market share, increasing national currency reserves and pulling the growth of national economy. In our country, Most of the export products are high-energy consumption, highly contaminative, low value-added ones. Although net export amount is becoming higher and higher, and active trade balance is larger and larger year after year, energy is used inefficiently, resources are wasted largely, and environment is becoming worse and worse for the low-level export industrial structure.This passage revaluates the rationality of export rebate policy in terms of recourses, energy and environment. We build mathematic model to research the influence of export rebate policies. We choose the resources, environment and energy factors to make a positive study and get the conclusion that the export rebate policy has obvious influence on resources consumption, energy utilization and environmental influence, and then we make the following suggestions:We shouldn't only concern the export increase when making policies, but also the non-economic welfare factors such as resources, energy and environment. The export rebate policy should limit the export of low level energy-used products,or ones that bring lots of waste substance, so that we can use energy resources effectively and avoid the environment to be damaged. When we enhance our economic welfare, we can't damage our non-economic welfare.As a important means of macroeconomic regulation and control, export rebate policy may lay emphasis on supporting rapid growth of national economy when we face serious macroeconomic situation, such as economic crisis. But when the national economy operates steadily and rapidly, we should pay more attention to using this policy to reduce the loss of our national non-economic welfare and enhance our life quality completely.
