The strategy of wasterwater recycling using on urban areas is a fundamental measure, in accordance with the water requirement amount of urban development, is based on the theory of sustainable development for water resources. In this paper, I had established a strategy of practical implementaion and forcasting, in accordance with the development of positioning and geographical features of ChangChun, and then had achieved the rational plan of allocation of water resources for the purpose of environmental protection and Increasing revenue and reducing expenditure, in the final had got a series of conclusion.(1) In the urban areas, the major pollutant-holding water body were heavily polluted by urban sewage, which has been proved by surveying and analysing surface water status quo ante in ChangChun urban areas. The surface water of Pollutant-holding reach of YiTong river was serious deteriorated, so the reach of XinKai river and YongChun river cannot reach the government planning functions of water bodies. Similarly most water quality indicators of Chuan reservoir over the standard V-type affecting by the discharged wastewater of high-tech district and automobile industrial development zone. Whereas the south lake and JingYue pond has well-functioning water, but also concentrated on eutrophication control.(2) By ananlyzing the drainage area and the project of sewage treatment plant, the amount of domestic wastewater is more than 60 percent share of the total urban wastewater, accounting for the dominant position of urban sewage. However, the urban recycling water amout is less than 3% of the total amount of urban secondary sewage. After forecasting the draining wastewater amount of urban development process by B-P artificial neural network, the total wastewater doubled and up to 590 million m3 in the long-term planning level, secondary treatment of sewage capacity reach 540 million m3 / a, so the secondary treatment wastewater had greatly recycling value for the urban development process.(3) According to ChangChun urbanization feature, the resource utilization of municipal sewage can divide into the three major directions, include life, industry and ecological environment. If the wastewater recycling , it can replace some clear water in the urban development process, and the amount could get up to 20 procent of total urban water. When I had analysed the reclaimed water quality standards , I recommended an optimized standard about urban reclaimed water of ChangChun, and it can currently sufficed for the majority demands of the water resource utilization in ChangChun. According to the characteristics of urban terrain and the drainage districtes, the area of wastewater resource utilization could devided into six different parts in ChangChun, and the reclaimed water would supply for industry, municipal construction and urban entironment. In the end, I recommend the dominant technique of the wastewater reclamation , which combined by coagulated tech,deposited tech, filtration and disinfection.(4) According to urban development planning, The wastewater reclaimation plant and the municipal sewage treatment plant can be builded together . So I put forward to get cost-benefit analysis of the ChangChun reclaimation plant in the long-term planning level. It would spent the total investment of $ 1.1 billion if build the all reclaimation waterworks. when it be in function, the total unit cost of $1.22 per cubic metre, the operating cost of $0.95 per cubic metre, lower than the water price. So it could achieve the high degree of unity in economic, social and environmental benefits.
