Study On Adjustment Of Industrial Structure Based On Environmental Capacity

The researches on conflicts between economy and environment protection have been conducted since tens of years before,leading to several disciplines emerging, such as Ecological Economics,Environmental Economics and etc..People try to find out scientific methods to reach sustainable development.Fuxian Lake is an important part of Yunnan middle lakes.It is indispensable fresh water source for Kunmin economy circle and for sustainable development in Yunnan.The quality of Fuxian Lake water is dominated by Gradeâ… ,â…¡.It is the best fresh water source near cities,but the quality has been deteriorated.The Xingyun Lake water is polluted more seriously,water quality has reached to Gradeâ…¤.And the economy of this basin is undeveloped,and agriculture is a mainstay of the economy. The conflicts between economic development and environmental protection have been more and more obvious.There are two goals with Fuxian basin,one is to keep the water quality to Gradeâ… and the other is to develop economy.The first one is the most important.This article tries to distribute the environmental capacity percentage to different industries and to different areas.The based idea is making agriculture pollutions reduce enormously and giving industry and tourism more pollution budget.Agriculture structure needs some adjustments and change of value orientation.Development of ecological agriculture,green agriculture and touring agriculture and reduction of use of chemical fertilizers and pesticides are important processes to decrease agriculture pollution.For industry,the basin needs to guild the chemical companies to be environment-friendly, building ecological industry parks.Tourism needs to inject more culture factor and expanding business.Based on divisional areas by environmental function,the spatial arrangement of industries and residents is well planned.The plan is describes as Five Circles,Two Strips,Four Districts,Tree Areas,Seven Points.
