Study On The Eco-migration Policy Implementation In Inner Mongolia

Public policy is one of main outputs of the political system. The implementation of various public policies is the main approach to getting macro- regulations aim such as socio-economic and political development for the Government. Ecological migrant have been widely used in China's western regions as an environmental protection policy. Research in ecological migrants with policy science perspective is undoubtedly significant in reality and theory.With the perspective of policy implementation, meanwhile with the main line of policy executive mechanism, this dissertation is based on the comment process analysis and problem diagnosis of policy executive system in Inner Mongolia. The paper carried analysis on main model of policy, and to propose modalities for the implementation of eco-migration policies optimization program, discusses theories of eco-migration policy implementation mechanisms in Inner Mongolia.This dissertation includes five chapters. The first chapter is the introduction of whole dissertation, it introduce the origin of the study, and review the relevant research results. The second chapter discusses the theoretical basis for this article, defines the concepts of public policy implementation and ecological migration and relevant basic theory. The third chapter carries analysis in eco-migration policy implementation in Inner Mongolia, especially made focus on policy implementation problems. Meanwhile analyzes the implementation of eco-migration policy in Inner Mongolia system, analysis carry with the basic objectives, basic principles, the basic power, the basic coordination mechanisms and the basic pattern-depth five aspects. Chapter IV handles analytic method of "four-factor theory" in policy to explore the causes of questions arising in policy implementation process. Part V put forward a mechanism to optimize the countermeasures program, specifically discusses a remedy for seven types of mechanism.
