Since the emergence of human society, all kinds of natural disasters have been accompanied by the development of society. These natural disasters often brong huge casualties and economic losses on human being. In order to relieve the negative impact of disasters, humanity engaged in research on disasters monitoring and warning early. With the rapid development and widely used of remote sensing , the technology which used in monitoring and warning natural disasters had been proved effectively.We used remote sensing satellite on natural disasters monitoring and warning much earlier. but in regard to a separate remote-sensing satellite, it need a longer time to obtain the same area's data which is contradictory to short-period . As the improvement of constellation of minisats and satellite technology in recent years, which offer new possibilities to resolve this problem, domestic and abroad began to build minisatss constellation for disaster monitoring. In this paper, Based on domestic and abroad study, we do some research on the minisat constellation for disaster monitoring .Try to design a minisat constellation for disaster monitoring which adopt Walker-δconstellation, and use Satellite Tool Kit (STK) as platform for simulation and analysis. In this paper, The innovation of constellation program is make use of eight minisats, and constellation Walker-δwith two orbital planes. This constellation can complete fully global coverage twice in one day. It will has a wide range of applications in the future disaster monitoring and prediction.
