Study On Evaluation For Forest Ecological System Service Function Of Public Welfare Forests In Qingyuan County

The wood and forest byproducts of forest are a part of forest value. Along with the rapid development of social economy, the environmental issue becomes increasingly serious, and the construction of non-commercial forest receives increasingly attention from people. The ecological service functions of forests in water source maintenance, soil conservation, species diversity care and ecological security safeguard are larger than the physical value which can be observed, It is very important to research the forest ecological system service functions. The top 1 ecological environmental county in China, Qingyuan County in Zhejiang Province which has the name of "nine-tenth mountains, half-tenth waters and half-tenth fields", is selected for study. Evaluation analysis and comparative study were conducted on the physical quantity and valuable quantity of the ecological system service functions of the public welfare forests in Qingyuan County in soil conservation, nutrient preserve, moisture conservation, carbon fixation, oxygen release, nourishment accumulation, environment cleaning, and species protection based on the data from forest resource surveys in Qingyuan County in 1997 and 2007.The results shows that the forest ecological system service function values of the public welfare forests were 1.60092 billion Yuan and 2.25017Yuan in 1997 and 2007, respectively. In 2007, the income from minor forest products such as edible and medicinal fungus, wild vegetables and Chinese herbs received from the public welfare forests was 5.2 million Yuan. The value in ecological service function is 43.27 times as much as the value of minor forest products. The ecological service value also includes the ecological benefit of air cleaning, environmental improvement, water sources conservation for rivers and streams, disaster prevention, animal and plant species and gene library protection, and the social benefit of ecological leisure tourism, teaching and scientific research, and literary and artistic creation base which are brought by the progress of ecological environment.Based on the achievement and deficiency in the organization measures, policy measures, management measures and technical measures, the suggestion that the construction of the public welfare forests shall be combined with new rural construction, management and protection shall be innovated, the capital management method shall be perfected, and scientific operation shall be performed, and disaster shall be prevented and controlled actively, was proposed to ensure the safety of the public welfare forests and enhance the forest ecological system service functions.It is the first time to evaluate the forests and the public welfare forests in Qingyuan County based on the related principles and assessment index system of forest ecological system service functions in this paper. The results provides basic data for planning and management plan of the public welfare forests in Qingyuan and evaluation on the investment efficiency of forest, and provides references for ecological compensation standard development.
