Emergency rescue system is an important part of the modern safety science and technology. It is using all possible forces to control the development of the accident quickly, protecting on-site and off-site staff, and minimizing the loss of the safety of persons, property and the environment through the plan before the accident. At present, the level of all accidents cannot be prevented and predicted effectively through the development of safety science and technology, in addition, accidents are inevitable, thus, emergency rescue is especially important.Ergonomics is a theory that using systematic science and engineering methods to deal with the relationship among man, machine and environment correctly. Aiming at "safety", "high efficiency", "economy", ergonomics is a science that research on the optimal combination in the system of man-machine-environment. Man, machine, and environment are the basic elements of accident disaster emergency rescue system.Based on safety ergonomic principle, this paper explains the structure of the accident disaster emergency rescue system, the emergency response and human behavior patterns; analyses the content of the emergency management in accident disaster; analyses the four elements of emergency management, which include accident prevention, emergency preparation, emergency response and emergency recovery; constructs the man-machine-environment response procedures of accident disaster emergency rescue, which provides a theoretical basis for the establishment of response procedure of a complete system. The evaluation of the emergency overall system performance is closely related to the contents of the emergency rescue, therefore, at the last part of the paper, an overall performance evaluation model of accident disaster emergency rescue is established. At the same time, ten main elements that affect the overall performance are confirmed. Two other parts are also concerned in the paper, which are using BP neural network to train the nonlinear samples of the accident disaster emergency rescue system and using the design of BP neural network, which is designed to MATLAB, to forecast the overall performance of emergency rescue system of enterprises.
