Investigation on level and emission sources of PCDD/Fs as well as establishment of effective prevention measurement and legislation are hot global topics. In this paper, atmospheric and soils' PCDD/Fs of Shanghai, a typical southern city, was studied for environmental action. In addition, some PCDD/Fs emission sources impacting on Shanghai atmospheric and soils' quality were investigated preliminarily. The significant conclusions can be made as follows:The levels of atmospheric and soils'PCDD/Fs in Shanghai were associated with different regional environment. The mean concentrations(I-TEQ values) of Nanhui district, Xuhui district, Baoshan district in the atmospheric were 2769.84 fg/m3(163.96 fg I-TEQ/m3), 5414.97 fg/m3 (355.01 fg I-TEQ/m3) and 5984.06 fg/m3 (379.45 fg I-TEQ/m3) respectively. On the other hand, The concentrations(I-TEQ values) of the three districts in the soils were 37.54 pg/g (1.87 pg I-TEQ/g),85.08pg/m3 (0.78pg I-TEQ/m3),96.75pg/m3 (0.74pg I-TEQ/m3) respectively. The concentration distribution trend is suburb
