Set Pair Analysis(SPA) is a systematic analysis method to deal with uncertainty issues. SPA method is introduced the study of urban flood control issues, carried out systematic evaluation of urban flood control study, all these provide a scientific basis of decision-making for the city planning, urban development and construction planning, optimal selection of urban flood control standard. We explore and research SPA problems, and apply it to system assessment of the urban flood control, the main achievements are:(1) Contact made with the degree of flood risk analysis to establish the evaluation model theory. (2) Made based on information entropy of flood risk assessment model. The establishment of urban flood risk assessment system, and evaluation dimensionless sample data,we built a city based on information entropy flood risk assessment model, and apply them to examples. The results show that Directly from the sample data-driven EN-PPE may be on the flood risk samples of natural classification method is visual, simple, no parameter estimation, calculation results of steady, applicability and operability evaluation of flood risk in the actual city has application value. (3) Based on Set Pair Analysis Methods of flood risk assessment model. The establishment of urban flood disaster vulnerability assessment index system, and accelerating genetic algorithm using fuzzy based analytic hierarchy method and so on screening index, and the establishment of evaluation criteria hierarchy, re-use connection degree to establish flood risk assessment model. The same applies to instances, the results show that:overall, EM-SPA evaluation results are consistent with the EN-PPE, there are differences between the evaluation results of the main reasons is the different weight calculation. (4) Made based on information entropy and set the combination on the analysis of flood risk assessment model. The EM-SPA model EN-PPE model coupling, are set based on information entropy and the combination of the analysis of flood risk assessment model, and evaluation results with a single model evaluation results compared. The results show that the absorption of a single integrated model to evaluate the model information, and can effectively on all areas to determine the vulnerability of flood disaster.
