The Comparative Research On The China And Foreign Environmental Policy Tools

The problem of environment is an unavoidable problem for our country and the whole world, and it is closely related with our political and economic development. At present, the economic development of our country basic is extensive ways of development, this kind of energy-intensive, low utilization way, must cause the serious environmental pollution, ecological environment destruction, and also constrained the economic development of China. Facing the gradually deteriorating environment, the Chinese government has made positive efforts, enacted a series of environmental policies. Aiming at the effect of the current environment policy, this paper do some research, give an objective evaluation, and take example by the foreign experience, finally proposes the effective policy suggestions. This has an important application value for the improvement of environmental policy of our country.At first, this paper introduces the situation of environmental pollution about our country, and compares it with the other country, then find out the main reason of this situation. Secondly, the development of environmental policy tools and the evolution process are summarized, and introduce the selection theory of environmental policy tools, including its influence factors, the basic principles of choice and the evaluation standard of its effectiveness. Then, according to three categories of partition way, detailed introduces environmental policy tools of China and foreign, the environmental policy tools last comparative studies, and did comparative studies. Using the questionnaire method to analysis the implementation effect of our country's environmental policy, concluded each policy's implementation effect of reality, and carries on the final evaluation. Finally, based on the study of the above, taking advanced experience from international, and puts forward the effective environmental policy suggestions.Through the sino-foreign environmental regulation policy's comparative study, and combining with the actual situation of China in environmental protection, using questionnaire method to analysis the whole environment policy system, evaluate each environment policy, and then taking advanced experience from international, in view of the present situation of environmental regulation, and puts forward effective suggestions.
