The greenhouse effect has severely affected people's normal life, results in the improvement and adjustment of environmental and ecological balance is extremely urgent. Forest, as an important part of the earth ecological system, played a critical role in maintaining ecological balance and improving the regional environment. However, on account of human activities, forest area is decreased, so it is hard for the forest to work efficiently. Carbon forestation project is a way for people making up thire fault by planting plantation, and its main effect is to fix the greenhouse gases in the atmosphere and adjust ecological balance, etc. So how to evaluation the ecological benefit carbon forestation bring for regional environment objectively and fairly, and how to get the max ecological benefit by carbon forestation becomes the issues need to be studied and solved urgently.In this paper, on the basis of reading a large number of literatures, the characteristics and composing of ecological benefits of carbon forestation was analyzed, the value conversion of the forest ecological benefits was studied, the index of forest ecological benefits was screened by combining many theories home and abroad, and the index system of evaluating carbon forest ecological benefits was constructed.Secondly, based on the status and characteristics of non-commercial forest development, the optimal model for the eco-efficiency of carbon sink woods was established through the interval programming with regional disparity, specific differences of trees and other related factors considered comprehensively, taking the largest of eco-efficiency as the optimal target, with marginal utility theory inducted on the basis of obtained results.Finally, in this paper, the original plan is accounted by the forest ecological benefits optimization model and the optimization plan is proposed on the basis of project of Nei Monggol carbon sink forestation invested by Europe Investment bank. The case application shows that: the optimized scheme could provide more eco-efficiency under the restriction of recommendation scheme, with [24022.30189] benefits optimization model and the optimization plan is proposed on the basis of project of Nei Monggol carbon sink forestation invested by Europe Investment bank. The case application shows that: the optimized scheme could provide more eco-efficiency under the restriction of recommendation scheme, with [6580.80, 11209.60] million yuan increased for the case project, or improved by 14.35%-24.44% compared with the recommended scheme of the case project. It was not only released more eco-efficiency of non-commercial forest potentially for the case project through model optimization, but also improved the ecological environment apparently.
