Global climate change issue, especially the fact that global is warming has become the focal point. Science research results have confirmed that human activities led to the current climate warming, so people's concern about climate change is increasing. For the common interests of the world, every country has a responsibility to take emission reduction. Because of all countries'interest of the dispute, the international cooperation addressing climate change must be a difficult game process. In addressing climate change, scholars from various countries are active in researching, the results also achieved outstanding achievements, which the most prominent is the research about mechanisms for international cooperation addressing climate change. The research about international cooperation addressing climate change is significant, researches in this area still have in-depth space to continue.This article is based on the characteristics of the international cooperation addressing climate change to study intergovernmental emission reduction game behavior in international cooperation for addressing climate change. The paper tries to make up for the shortcomings of the previous references from three main areas of innovation.First, study the specific situation of governments in game process of the international cooperation addressing climate change. In the paper, we study the game process and the government's attitude change situation under the influence of the group psychology in international cooperation addressing climate change by establishing the evolutionary game model. The results show that the government's attitude will fluctuate. When the global emission reduction target is feasible, governments are more willing to participate in the cooperation.Second, propose a specific emission reduction reward and punishment mechanism about developing countries. In the paper we study the impact of the economy in international cooperation, and then proposed climate change emission reduction reward and punishment mechanism for international cooperation in order to improve the evolutionary game model. Some oscillations can be found where part of governments change there decisions. It will take a long time before international cooperation addressing emissions reduction to achieve global emission reduction targets.Third, make developing countries as the main object of study in intergovernmental game behavior model addressing emissions reduction. Study the decision-making of developing countries in global emissions reduction cooperation and to analyze the factors that affect developing countries in emissions reduction. Found that emissions reduction of the world is obvious after the introduction of incentive mechanisms when all countries are support to emission reduction. But not all developing countries will participate in global emissions reduction all the time, attitudes of developing countries will fluctuate in emissions reduction.
