Small watershed usually refers to the watershed following the secondary and tertiary tributary or the relatively independent and closed natural catchment area which has a catchment area of less than 100 km2 when taking the downstream channel export section as the boundary. In hydraulic system, small watershed refers to the basin which has an area of less than 1000 km2 or the watercourse of which is basically within a country. Small watershed pollution control is a kind of strategy based on the natural and socio-economic conditions and regional economic development requirements of the small watershed area. It focuses on the control of the pollution to the small watershed and aims to enhance the ecological and economic benefits and promote social and economic development and emphasizes the implementation of the "treat(pollution control), use(polluted water as the resources), protect(ecological restoration and conservation)" strategies according to the objectives and total watershed pollution control ideas.The Shanmei reservoir catchment that is studied in this paper includes two parts: the catchment from upstream channel and the rainfall from around the mountain. The catchment from the upstream channel mainly comes from Tao Stream and Yanghu Stream which converge at the east bridge of the Yongchun country and enter Shanmei reservoir near Qiuyang in Jiudu. This research area of this paper is mainly the small watershed composed of Tao stream and Yanghu stream. In recent years, with the rapid social and economic development of Shanmei, the pollutants that enter the reservior increase each year, making the quality of the watershed drop significantly. Therefore, there is an urgent need to control the sewage pollution of the small watershed of Shanmei reservoir.The water quality model in this paper is MIKE11 which belongs to one-dimensional dynamic model and can be used to simulate river, estuary, beach and many other situations. The MIKE 11 AD used in this article is a kind of tool of MIKE Series software that can simulate the convection-diffusion process of soluble substances and suspended substances in water. It is applied to calculate convection-diffusion equation according to the hydrodynamic conditions produced under the HD module. You can set a constant attenuation to simulate non-conservative substances and thus can use it as a simple water quality model. This paper makes use of the water quality model to better the simulation of the water quality in the study of the watershed.The purpose of this paper is to propose a reasonable pollution control program. In order to determine the specific allocation of emission reduction programs, it is necessary to calculate the environment capacity and pollution load. This paper calculates the volume of pollution that enters the river and the environmental carrying capacity of different functional areas by investigating and analyzing the amount of pollution in the studied area. We can propose a reasonable pollution control program according to sub-functional areas based on this and verify the effects of the simulation after carrying out the water quality control program. It has been concluded from the verification that the pollution control program has improved the quality of the water in the studied area which achieved the desired water quality goals. Finally, other pollution control programs have also been proposed according to the situation of the studied area.
