| The general land use planning is the advance plans and arrangements of future land use in certain areas, land support the regional socio-economic and ecological environment, Environmental Impact Assessment of General Land Use Planning can prevent or slow down adverse effects of ecological environment from Implementation of plans in the first. Municipal general land use planning link to provincial and county-level general land use planning, and municipal general land use planning at all levels has the most content-rich. So it is important to carry out environmental impact assessment on the municipal general land use planning. Ministry of Land and Resources promulgated "Technical Norms of environmental impact assessment on Municipal general land use planning (Trial Implementation)"in September 2009 because of the importance of environmental impact assessment on municipal land use planning, Ministry of Environmental Protection promulgated "Technical guidelines of environmental impact assessment on Land Use Plan (Draft)" in November 2009. The Technical guidelines apply to provincial and municipal general land use planning. Two norms (guidelines) are currently being the trial stage, its relevance, feasibility, feasibility, there are still insufficient. Based on the analyses and summary of the relevant research results, the two norms (guidelines) and case study, the paper discussed scientificity and practical applicability of environmental impact assessment on the municipal general land use planning to improve the two norms (guidelines). The contributions of this dissertation are as follows.(1)The a analyzed Completely and deep "Technical Norms of environmental impact assessment on Municipal general land use planning"and"Technical guidelines of environmental impact assessment on Land Use Plan". Two norms (guidelines) put forward the evaluate principle, working-procedure, content and methods about environmental impact assessment on the general land use planning; provide important guidance for environmental impact assessment on the general land use planning around the country. But the former is too simple and thin. The latter to the former instead especially emphasize the importance of environmental pollution. The latter is very difficult to obtain the required information, deviate from the content of municipal land use planning, reduce operability.(2)Based on the above analysis, the author further discussed and Improved working-procedure, environmental impact identification, coordination analysis between planning, dynamic management and following evaluation, Public Participation.(3)Based on the analyses and summary of the relevant research results and the two norms (guidelines), it focuses on environmental impact assessment on the land use scale, structure and layout. This paper proposes new indicators such as urban and Industrial land pollutants, ecological carrying capacity per person, ecological green equivalence per unit area, carbon emissions per unit of GDP, Traffic and water facilities land per unit area. The paper emphatically focuses to the impact on region for important ecological functions because of constructive land. With respect to analysis of central city area, it proposes coordination of boundary, scale and development direction between central city area and Urban Planning and coordination of Layout of central city area and region for important ecological functions.(4) Through analysis on the environment impact of the land use scope, structure and layout and existing research results and technical norms, it proposed the environment impact assessment architecture on general land use planning, covers four assessment aspects:social and economic development, ecological protection, environment protection and resources intensification, which includes nineteen basic indices totally.(5)In case of the environment impact assessment on the general land use of Taizhou city, the theoretic assessment architecture and procedure proposed by this dissertation is verified practically mainly on the planning compatibility, principal land types and structures and land use spatial distribution. The analysis demonstrates that our assessment scheme and indices have a relatively better practicability and a reference value to the two standards. |
