Comprehensive management of water pollution has become a hot spot of research subject. Slecting each important issue from the water pollution problem of "understanding" and "governance" aspects, industrial structure on the impact of waste water and the financing model of sewage treatment project, this paper study the both.The relationship was examined between the added value of all industrial sectors and the corresponding amount of wastewater emissions of each in China with the input-output model.Then this paper advanced the methods for calculating the coefficient of complete wastewater discharge, via which the coefficients of both the direct wastewater discharge and the complete wastewater discharge were calculated. Further, the causes which incur the change of both the coefficients were discussed, and then the policies of emission control tailored for different industrial sectors were proposed. Finally we argued that policies for regulating wastewater treatment enforced by considering only the enhancement of treatment technology but the industrial structure, management efficiency, production scale and other factors were lopsidedly arbitrary.Most Chinese urban sewage treatment projects are both lacking enough investment and inefficient in current government mechanism. Taking the perspective of quasi-public project, this paper argue that it is caused by its characteristics, including dislocation between investment and income, the multiplicity participators and stockholders, the multiple operational mechanisms, the project profit fluctuation and high operation risk. The present financing and operation models are carried on the summary that illuminates for the most public property on Chinese urban sewage treatment projects. Four indexes, including utilization ratio of facilities, sewage treatment rate, marketability index and manageability coefficient that is calculated by principal components analysis, are chosen to establish synthesis model for making the judgment and the analysis to various provincial areas sewage treatment build or operation modes. The result divides into various provincial areas 5 kind of types. The suggestions of enhancing the pipe network coverage fraction, perfect sewage gathering system, and formulation reasonable charge policy are proposed for attraction the social capital, the technology and the management. In addition, the government strategies including the establishment of science platform and feasible supervising mechanisms are suggested for social capital and the technical engagement.On the basis of the game theory, this paper deals with the problems of the pricing and investment for the private companies which plans to build and operate a sewage treatment plant under a BOT scheme. Through analyzing the game actions between the private companies and the sewage emitter, this paper establishes the decision making model of the sewage treatment pricing and investment separately, and comes to some important conclusions by discussing the property of the Nash strategy solution, which can be used as references for the private companies'decisions, and they are also of instructional significance for the government to manage the sewage treatment projects under a BOT scheme.
