Study On Environment Deposit System

Since the environment problem was noticed in 1950s, environment problem becomes more and more protrudent, especially in solid waste problem, many country began to rely on new measures to resolve solid waste disaster. So environment deposit has become a very useful and effcient method stipulated in environmental laws in many developde countries to deal with the problem. Up till now, neither was such environmental system in China nor any academic research. However, in the real situation of serious polluted environment in China, it would exert improtant significance on the improvement of environment theory, environmental legislation as well as the realization of environment protection goal.This paper is divided into six parts. The first part is an introduction. It mainly introduce the paper's background of selecting the topic, and the research of the content, the goal and the method. The second part give the theoretic analysis on environmental deposit and included its definition, law base and economic base. The third part introduce foreign countyies'practice on the environment deposit system. Several typical countries'practice were highlighted. The fuurth part is the necessity and the feasibility of establishing the environment deposit system in our country. There are two sections: one is the necessity of establishing the environment deposit system in our country; two is the feasibility of establishing the environment deposit system in our country. The fifth part is the most important part and is the environment deposit system's construction in our country. There are three section: one is the specific content of establishing environment deposit system in our country; two analyse the difficulty of environment deposit system's enforcement and the antidote; three insist the basis of establishing environment deposit system. The sixth part is conclusion of this paper.
