The establishing of fuel cell powerplant test system plays an important role for the testing of fuel cell power plant's overall performance, optimization of system, and development of fuel cell power plant. The main work of this paper is the designing of a 20kW fuel cell power plant test system. Based on power's requirement, this power plant can offer ideal flux density, pressure and humidity for stack. Based on the function of the power plant in need and the calculation of gas flow, cooling water flow, humidification, discharge coefficient, and other key parameters, this paper makes selection for valve, flow meter, solenoid valves, sensors and other components. According to the structural design of the system test bed's overall layout and completed the establishment of experimental stations.Control system is composed of PLC, PC, sensor, implementation agencies. The lower computer control system adopts siemens PLC S7-300. Through the number of I/O points and the storage capacity estimates, it can complete the choice of PLC module. According to the function requirement of text platform, this paper design flow chart to control the system, while bases the flow chart of system, using the PLC ladder diagram and the statement table to complete the program. PC uses "King View 6.52" software to complete the design of PC configuration. The communication between " King View " and Siemens PLC is achieved through MPI; through PID approach, test system could adjust gas pressure, cooling water pressure and other key parameters. Through the research on analog closed-loop control of S7-300, selecting the PID control algorithm in the position with a dead analog-type.Adopt the Simulink of Matlab to establish proton exchange membrane fuel cell system model, which consists of gas into the gas model, exhaust gas models, and battery model. From the simulation results, giving availability analysis on the current step change of voltage to power.
