Hung-shui Ho is located in Guizhou and Guangxi Province in southwest of China, it is rendezvoused by the Nanpanjiang Hong and Beipanjiang in Zhexiang, and then merging with the Liujiang, Qianjiang and Xijiang River. Hung-shui Ho across Yunnan, Guizhou, Guangxi and Guangdong four provinces (regions), directs Hong Kong and Macao regions, it is an important channel to the sea of water transport in the southwest region. Its basin hinterland is abundant of rich reserves of coal and mineral, which mainly destined for the Pearl River Delta in the east.Now the transportation to the pearl river delta is mainly by rail and road. However, rail transport has become saturated, while the road is difficult to complete long-distance transportation of bulk cargo, and transport costs are high, so the productions of mineral resources in Hung-shui Ho basin have to be restricted by transportation capacity, which severely restricting the local economic development. Red River navigation project re-started, in order to create the conditions for carrying out sea transport, but because of hydropower facilities have smaller vessels, restrictions on vessel tonnage, economic efficiency is not high. Longtan Hydropower Station building of the reservoir will be formed within the year in Guizhou deep channel, the ship can sail thousands of tons, making it possible ro-ro transport. Ro-Ro transportation can not only share the saturation of the rail road transport, also has a large volume, low cost, coal transportation to ease the current pressure, breaking the transport bottleneck, have a positive role in accelerating economic development.This paper describes the status of Hung-shui Ho's shipping, port status, overview of Longtan Hydropower Station and the Hung-shui Ho Basin coal transportation organization status, and the main problems; on the basis of ro-ro traffic to Hung-shui Ho predicted. As ro-ro cargo transportation by road transport is diverted from, so the use of road freight traffic forecast data. Papers selected ARIMA model, multiple regression analysis and radial basis neural network to predict the three methods, the final error rate based on three methods of forecasting; predicts Longtan Reservoir on the transport of coal ro Fanba program study were analyzed from the line, ship analysis, economic calculation and sensitivity analysis to analyze four aspects of the program. The paper takes Yanjia~Tian'e line for example, a ro-ro and ro-ro team proposed 27 parking spaces,32 parking spaces,38 parking spaces,59 parking spaces for a total of eight transport program, and these programs for economic calculation; then use structural equation model (SEM) method of evaluation of eight programs, and finally come to ro-ro transport program team best 59 car parking spaces; Finally, based on the prediction and evaluation of results, some policy recommendations.
