With the development of economy and the improvement of people's living standards, China's vehicle production and holdings are growing by leaps and bounds. Continued-rapid rise of urban vehicle population has posed a serious challenge to the environment. There is survey show that, in 2008 motor vehicle emissions of nitrogen oxides, carbon monoxide, hydrocarbons and particulate matter pollution in the total three pollution of Beijing contributed respectively 48%,90%,45% and 28%, which show that motor vehicle pollution has become a major source of urban air pollution. Motor vehicle emission pollution, especially smaller sized particulate matter can cause great harm to human body, and also there is a potential threat to urban photochemical smog, which a direct impact on people's health. Therefore, every country in the world are actively taking measures for motor vehicle pollution, in addition to the active support for the development of new energy vehicles, on the one hand through the development of emission regulations, continued stringent vehicle emission standards; on the other hand to establish motor vehicle pollution control system, by forming a full range of technology and management supporting the system.Among them, a very important aspect is that a series of vehicle emission factor models have been developed abroad, being used to quantitatively calculate vehicle emissions and predict the emissions in the future, so as to provide technical support for formulating reasonable policies and measures. Many domestic research institutions listed the emission inventory in Beijing, Shanghai, Macao and other places by using foreign models. But the foreign models are based on specific local traffic conditions, vehicle technical conditions, driving behavior, emissions regulations, and climate conditions. Therefore, application of foreign models to calculate the motor vehicle emissions inventory in cities of Beijing or other will inevitably lead to big errors. Moreover, so far no institution has developed its own model, and research on the emission factor model database is even less. The main reason is the lack of integrity and analytical methods. Emission factor model database as a core part of the model is the basis to establish the model. database as a core part of the model is the basis to establish the model.By studying the methods of foreign models and the factors that affect vehicle emissions, the data demand which is necessary for model database is analyzed. On the basis of this study work, the paper establishes the algorithm for Beijing vehicle emissions factor model. Then emission of vehicles is tested through using laboratory equipments and portable emissions measurement system, which can obtain the required experimental data.By comprehensively, systematically and scientifically analyzing the experimental data, the modules of emission factors for light vehicle, micro-rate emissions module for heavy vehicles and module of integrated emission factor for vehicle fleet calculation are established. And finally the Beijing vehicle emission factor data is built, which can provides data base for the development of the Beijing vehicle emission factor model. Besides, it is studied how the database can be used for emission factor model.The emission factor of light vehicles, mainly involve the following areas:basic emission factors (Beijing condition), degradation, and various correction factors. Between the Correction factors, the paper places extra emphasis on the analysis of velocity correction coefficient and the petrol fuel evaporative emission factors. The micro conditions of heavy vehicle emission rates and emission factors based on real roads were studied.
